Rex Holding
Finding the Right Place to Build in Europe
Site Selection & Due Diligence
Rex Holding helps companies choose where to set up in Europe, and then checks the chosen site before anything is signed. We work with manufacturers, energy developers, data centre investors and companies entering the EU from abroad. We take you from a longlist of countries to one plot that is legally clean, technically buildable and has a realistic timeline.
Strategic Focus
What We Look At
A location that looks good on the map can still be the wrong site. We focus on the things that usually come out too late: ownership, zoning, grid capacity, ground conditions and permits.
- Country and location screening for EU market entry
- Legal due diligence of land and property
- Technical due diligence: ground, access and utilities
- Environmental checks and restrictions
- Permitting roadmap, timeline and budget
Our Approach
We start wide and narrow down. First we compare countries and regions on what matters for your project: costs, workforce, logistics, incentives, regulation and how fast things can move. Then we look at specific sites, visit them with you, and talk directly to municipalities, grid operators and the authorities. Once a site is chosen, we check it properly from every side before you commit.
What we check:
- Legal: We pull the land register extract and check who really owns the plot, and whether mortgages, servitudes, pre-emption rights or court bans are registered against it. We compare the cadastral boundaries with what’s on the ground. We check the local spatial plan and zoning: is your use allowed, or will you first need a detailed plan, which can add a year? Leases, disputes, restitution claims and agreements with neighbours are checked too.
- Technical: We check geology, groundwater and load-bearing capacity, flood zones, drainage and access for heavy trucks. Above all we check utilities. A power line next to the fence doesn’t mean there’s free capacity in it. We ask the grid operator and the water, gas and fibre providers what’s actually available, how long the connection takes and what it costs.
- Environmental: We look at past land use and the registers of contaminated sites, and arrange soil and groundwater sampling if something looks wrong. We check protected areas such as Natura 2000, water protection zones and forest land, and tell you early if you’ll need an environmental impact assessment or a pollution permit.
- Permits & timeline: We map every permit you need, from change of land use and building permit to special permits for radiation or hazardous substances. We get a realistic timeline from the municipality and list the costs people forget: connection fees, road upgrades, forest compensation and state duties.
The result is a clear report with the risks, the costs and our honest opinion on whether to go ahead, plus a step-by-step roadmap if you do.
PARTNERSHIPS
Ecosystem & Partnerships
We work with local law firms, surveyors, geotechnical and environmental engineers, grid operators, municipalities and investment agencies in Latvia, the Baltics and Norway. You get one point of contact and we coordinate the rest.
Because we also advise on capital raising and M&A, we can take a project past the site. That includes funding applications, investor introductions and company set-up in the EU.
Market Context
Why Site Due Diligence Matters
Grid capacity first:
In many parts of Europe, getting a new grid connection takes longer than getting a building permit. We check it before anything else.
Permits take time:
A detailed plan or an environmental impact assessment can add a year or more to a project if it’s discovered late.
Incentives differ:
Special economic zones, state support programmes and EU funds can change the numbers a lot from one location to the next.
Production moving closer:
More companies from outside the EU are setting up production inside it, closer to their customers and supply chains
From Longlist to Launch
We’ve supported companies from India, Asia and Europe in setting up operations in the EU. That work has included choosing the country and the site, handling radiation permits, visas, company registration and funding applications, and preparing a full roadmap to launch. We stay involved until you’re ready to start building, not just until the report is delivered.
Every site we recommend is one we’d be comfortable putting our own money into.
